Lots going on in Wales in relation to planning and small-scale horticulture!
Powys County Council has recently introduced guidance for Rural Enterprise Dwellings on smaller scale horticulture enterprises within the county.
The guidance has been produced by Terra Perma Geo – the team behind most of the Welsh One Planet Development practice guidance (see our Welsh OPD page).
The guidance focuses on Rural Enterprise Dwellings or REDs, for which there is provision in Welsh planning policy (see our Rural worker’s dwellings page).
The introduction states:
“The purpose of this planning guidance is to expand upon existing National policy and guidance for Rural Enterprise Dwellings (REDs) to address the specific circumstances of small-scale horticultural enterprises, which Powys CC wishes to support”.
It cites the benefits of small-scale horticulture, including high productivity on small sites, and supporting healthier lives by producing fresh and nutritious local food.

The Powys guidance is one of several initiatives to support small scale horticultural enterprises in Wales. To mention a couple more:
- Terra Perma Geo has produced a report for Our Food 1200, looking at planning issues for smaller horticulture-based farms seeking on-site dwellings… Planning report helps clear the way for homes for growers – Our Food Trust
- And recently…. Powys County Council, Our Food 1200, and Social Farms and Gardens are recruiting agroecological growers to take part in a pilot project to develop three new small farms near Newtown… New small-farm opportunities in Powys – Our Food 1200 [link no longer working but you can find out more at Our Food Trust – Sarn Farms]
